2027 It's Your Choice (IYC) Update (CFMR) IP

The Wisconsin Department of Employee Trust Funds staff members will present a seminar on the health care coverage options available to UW employees and retirees in 2027. The presentation will include an overview of changes to benefits and participating insurers for 2027, including: 

• information about changes to the health plan benefits for members who do not have Medicare,
• changes to the pharmacy benefits for those who do have Medicare,
• a brief overview of Medicare and how the state of Wisconsin Group Health Insurance Program health plans coordinate with Medicare,
• dental premium information and
• where to find additional information about your choices during open enrollment.

Open enrollment dates this year are October 5 – October 30. The "It's Your Choice 2027 Decision Guide is scheduled to be mailed the week of 9/21. Visit the ETF website for the latest information about open enrollment, including webinar offerings.

The presenters are:

Stacey Novogoratz is the Program Management Section Chief in ETF’s Office of Strategic Health Policy, providing oversight and support for various benefit programs, including health, wellness, pharmacy, accident and life insurance, and income continuation insurance. Prior to joining ETF in 2025, Stacey worked in health information technology, implementing Epic at UW Health and as a consultant. She then spent 12 years at MetaStar, a nonprofit healthcare quality improvement organization, and managed various statewide healthcare improvement initiatives funded through state and federal contracts. In 2024, Stacey earned her Master of Public Affairs and Master of Public Health from UW-Madison.

Tricia Sieg was born and raised in Redgranite, Wisconsin. She holds a Bachelor of Science degree in Political Science from the University of Wisconsin-Whitewater and a Master of Public Administration from the University of Wisconsin-Oshkosh. Tricia spent more than 17 years working in the Wisconsin State Senate before joining the Department of Employee Trust Funds (ETF) in 2018. At ETF, she served as the Uniform Dental Benefit and Supplemental Plans Program Manager until April 2020, when she transitioned to her current role as the Pharmacy Benefits Program Manager.

Wisconsin native, Phil Borden is a graduate of UW-Stout and a Certified Employee Benefit Specialist through the International Foundation of Employee Benefit Plans and the Wharton School of the University of Pennsylvania. Phil has worked in employee benefits his entire career, including roles with third party administrators and managed care companies; health, retirement, international benefits, and payroll manager positions with global corporations; and as a service and sales advisor in the Medicare market. Phil has worked at the Department of Employee Trust Funds (ETF) for over seven years and is currently a Benefits Policy Advisor in ETF’s Office of Strategic Health Policy.
